Trying to find a fantasy book...?

the cover shows a guy with a green cloak and some type of owl or hawk on or flying next to his shoulder, and he's holding a staff. I remember that in the story the magic users bond with one bird and it centers around a guy who somehow connected to a very rare kind. sorry I don't remember anything else but I really want to find it...
