Will Boise State ever be the number one team in the country?

Last year BSU went 13-0. They have now finished four of their last six seasons unbeaten, and are on their way to a third straight unbeaten regular season this year. They began the year third in the polls and despite both Alabama (preseason #1) and Ohio State (preseason #2) losing they still find themselves third in the BCS, behind both Oklahoma and Oregon. So, is the BCS rigged? How many undefeated seasons must BSU have before even being considered for the title game? Or will they always be shut out no matter how good they are?
