Why did god infer the world was flat?

When reading the second commandment God tells Moses the water is beneath the earth. Ancient beliefs saw the world as flat and water was what the land floated on in the heavens. Why would a loving god who professes to have made everything, and prides honesty allow humans to have such a misconception. Or could the truth be humans high on egos or something else invented god in their image?
