Who wins the big east conference to get bcs bowl?

is it possible a team with 8-4 record will go to a big bowl again, like suger, or fiesta? because of stupid rules, leaving a few great teams out of bcs bowl game? look at florida state, for example a few seasons ago! shouldn't BCS BE CALLED: BULL CRAP SYSTEM?
