My 1 year old son was not given proper pain management for his circision.?

My son is 13 months old and was circised 2 weeks ago. I was given the run down on his surgery 2 times, both times I was told that before surgery he was going to have a IV put in so they could administer pain medication quickly after surgery. I was shocked when total procedure took about 15 minutes. (put him to sleep, gave IV, cut, and stitched). I was told he was done and I could go to the consultation room to wait for the doctor and then see my son. I could hear him screaming from the room. When I was let in to see him he was inconsolable, screaming, scratching me, hitting me, pushing me away, biting me... for 45 minutes he did this. I was upset and asked why he was in so much pain. They told me that it was normal for babies to be "fussy" after surgery. I was told that he was given Tylenol w/codeine. After medicine kicked in he was calm and sleepy. I checked his arm for needle marks from the IV and he had NONE. He wasn't given an IV medication for pain. All he was given was Tylenol w/codeine after he woke and was made to suffer in pain for 45 minutes until medicine kicked in! I was OUTRAGED! I complained to the nurse who had the anesthesiologist come in. The anesthesiologist blamed the doctor. I demanded to speak with the doctor who blamed the anesthesiologist... no one wanted to take blame for my son being in pain for almost an hour! I am very VERY angry still and don't know what I can do about this. Can I sue the hospital? Is it considered malpractice? Cruelty? What can I do?
